The teen is accused of shooting Rakki Miguel Jones-Onyejiaka in a parking lot in the 10400 block of Hickory Ridge Road around 8:17 p.m., Friday, Oct. 7, according to Howard County police.
Investigators say that the boy's family and the suspect had been engaged in an ongoing dispute before the murder took place.
The teenager was identified by police as a suspect and arrested on Wednesday, Oct. 13 in the area of Gulf Stream Row in Columbia.
The teen has been charged as an adult with first- and second-degree murder, assault and handgun violations.
